Marcellus Township Short-Term Rental (STR) Requirements & Registration and Fees
All single-family dwellings rented for a period of less than 28 days must be registered annually.
The initial application fee for a new STR permit is $750.00.
The annual renewal fee for the permit is $350.00.
Only one dwelling unit per parcel may be rented out at any given time.
STR permits are strictly non-transferable.
An owner may not have a financial interest in more than two STRs within the township, unless they can provide documentation proving ownership prior to January 1, 2024.
Property and Occupancy Rules
All lodging must take place exclusively inside the single-family dwelling.
Tents, RVs, campers, and houseboats are not permitted at the rental property.
All vehicle parking must fit completely within the boundaries of the rental lot.
The property must provide trash receptacles that are appropriate for the maximum occupancy of the unit.
Quiet hours must be observed from 11:00 PM to 7:00 AM.
Yelling, shouting, singing, and outdoor music are strictly prohibited during quiet hours.
Local Contact Expectations
If the property owner lives more than 30 minutes away from the rental, they must designate a local agent or contact person.
This local contact must be available by phone 24 hours a day whenever the property is being rented.
The contact person must be authorized by the owner to handle violations and be capable of responding on-site to neighborhood or tenant concerns within one hour.
Safety and Inspections
A designated township representative reserves the right to inspect the property annually with a 24-hour notice.
Owners must provide proof of insurance that specifically covers short-term rental perils.
Working "Class ABC" fire extinguishers must be easily accessible on every floor of the home.
Functioning smoke detectors must be installed on every floor and outside of every bedroom.
Functioning carbon monoxide detectors must be installed on every floor.
Every bedroom in the rental must have an egress leading directly to the exterior of the dwelling.
Violations and Penalties
Operating an unregistered short-term rental will result in a $500 fine for the first offense, and a $500 fine for every subsequent offense within the same calendar year.
The township may revoke an STR registration if the property is the site of two separate violation incidents within a calendar year that result in a guilty plea or a court's determination of responsibility.
If an STR registration is revoked, the property cannot be used as a short-term rental or re-registered for exactly one year.
